Two laws, not two applications of the same law. Geeze guys, stop pretending
you are not part of society, every society, even in the UK understands the
difference between wartime and peacetime law about killing.
It's like the difference between speeding in ohio and speeding in kentucky,
two different laws even though its the same act.
