        The modem "hears" the busy tone by looking for a given
        pattern in the signals on the phone line.  Noise, signal
        strength, or mechanical switching could easily account for
        differences in detection...also if the settings are right
        at one edge of the spec, then this can also cause some
        "misses".  Noise on the line and/or low volume signals 
        from some switches (in most networks the BUSY signal
        comes from the remote switch or a trunk switch just
        prior to that switch) are the most likely causes of a
        inconsistent miss.
