 I know it sounds a bit odd, but yes; a plumber (tradesman) has
 to be a certified plumber here in Sac County.  A contractor or
 owner-builder on the other hand, does not.

 a piece on TV where a guy is remodeling old nuclear missile silos into
 "houses".  It may have been in one of those up your way....?

 does not address aesthetics of design.  It sets minimum standards for fire
 and life safety, light, ventilation, sanitation and energy compliance.
 Your planning department may raise an eyebrow if you propose to build
 a house in the shape of a grain silo! :-)
