DK> How can Telstra tell the difference betwean a voice call and a
 DK> modem call without monitoring every line?

As Arthur's already explained several times, the modem's answer tones are
already detected to turn off echo suppressors, making high speed data calls
possible in the first place.

 DK> Isn't that illegal?

Please take any legal / political / commercial considerations to AUST_LEGAL
or AUST_TELECOM or somewhere these things may be on topic.  It isn't here;
please stick to the technical aspects of modems, and leave politics at the
door.
