Remember that the prez and veep are elected by the states, not by the people. While that would work with either one or two votes per state, the founders weighted the college toward more populous states by adding votes based on each state's population, which is why Wyoming has three votes and New York has (or had) 27. Unfortunately, in this day and age, one can count the votes in almost any precinct in the country three times and get three different sets of totals.
