This is one of them there things the concept of RETCON was made
to cover.   At the time, we all assumed that it
*was* Scotty's "stopping up the drain" that did it.  However, some
years later when TNG made its entrance & Gene had refigured the
warp scale to a closed-end one instead of open as it had been
before, a lot of previously established stuff was impacted by it.
In order for it to make sense, per TPTB TW was declared to have
been a failure (it *was* an experiment, after all, & experiments
do often fail ).
That left folks (the fans in particular) with a conundrum.  The
final result after all the shouting died down was that it became
"doctrine," as it were, that it wouldn't have mattered even if
Scotty'd done nothing at all -- the Excelsior still would have
ground to a halt.
Now, personally to me this makes <0 sense but that's how somebody
figured it out & that's how it stayed, logical or not. }:)
