While Bush hasnt met many spending bills he didnt like, just remember that
the mini-recession started in March 2001, he hadnt even finished filling
his cabinet yet... You forget that we had that economic stimulus package in
the Summer of 2001, and the budget got blown all to hell with the actions
of 9-11.

The amazing thing about budgets is they are done in advance, the budget
they had to work with for FY2001 was one did by Clinton. Just how do you
budget for a major terrorist attack?

Then they had to do the airline bailout because of the airspace being shutdown..

Then they had to do the punitive action in Afghanistan.

Of course the iraq war, bitch all you want.

Then Katrina..
