This may be temporary solving and (globally?) incorrect: strupt called from
strftim() only: husky own implementation of strftime() for not an ISO C
compilant compilers.
Before this i implement more correct implementation:
using toupper() in cycle (see smapi/strftim.c rev.1.6)

Function for strings uppercase exist in fidoconf/compiler.h (strUpper())
and in future can be moved into huskylib module...
