Some "junk-faxers" have no ill-intentions.  It's "revengers" that have the 
ill-intentions!     Your scenario is a good one.  *IF* there is an 
originating phone number recorded in the header of the partial fax, it might 
be prudent to then make a COLLECT CALL to the junker and let them know that a 
problem exists.
