Maybe, but not always.  I'm designing my own computer as well (8-bit, 65C02 
based).  It will use a CPLD to control the memory mapping.  This basically 
means I can change the memory mapping anytime I like.  In fact, I plan on 
supporting different memory 
maps to run some legacy software from different machines.
