My understanding was that ZCC-PUBLIC was founded by Ward as a reaction to
the refusal of the other ZCs to make ZCC a read-only echo for all sysops.
That was some 2-3 years ago.

Are you saying he never even asked the other ZCs about this?

I find that difficult to believe since there would otherwise be no reason
to go to the trouble of founding a separate echo and keeping it current.
