True, but that's the point. The division of powers in the Federation would
be clearly spelt out. Jurisdictional disputes often result because the
constititution (in Canada) is unclear who has admin- istration in certain
areas. I think the Federation Charter would clearly spell out how the
Federation government is organized and the division of responsibilities
with the planetary governments. Since the planetary governments already
exist when a new world joins the Federation, they would have to agree which
powers they are willing to give up. I don't think that it would vary by
planet. Each member world would be treated the same way. I think that new
worlds that are joining want a clear document. It is through loopholes and
uncertainties in a vague constitution that would allow the dictator to
arise and declare himself emperor or to have the "dictatorship of the
majority" (which in a nutshell is the situation in Canada actually).
