On 01-25-98, MATT MUNSON declared to ROBERT PLETT:

MM> As I've noted here before, the inaction of Congress on Dufus'

MM> whether they share any of the original guilt or not. By sitting on
MM> their hands, they virtually insure that future administrations will feel
MM> they have the green light for equal criminality to this one, if not

MM>Well congress is waiting for the moment when the charges are
MM>blantaintly true.
Which they've no business doing. An integral part of their mandate in
the impeachment process is the obtaining of proofs and testimony. To
say they don't have sufficient evidence to begin such a process, which
is what they're saying, is patently ridiculous.
MM>And if they go for a vote of impeachment (to start the trial) and
MM>if there is no admissable evidence, then we will see a slaughter of
MM>republicans as in the post watergate era.
First, what do you mean by admissible evidence? Congress is not bound
in any way by the rules of evidence of court proceedings. They can
reach a conviction of impeachment on evidence that would never hold up
in court. Note that the Constitution says that the person who is
impeached is still subject to trial and punishment in criminal court.
Second, the idea that a failed impeachment process would result in
slaughter of Republicans at the poles is simply unwarranted fear. Do
you honestly think that had Nixon remained in office the DemonRats
would've been the victims of such a reaction?
