A transfer rate of 3200 would be most likely consistent with a 28.8K connect.
Now this doesn't mean that your modem isn't a 33.6K..... it could be that
the BBS you are calling does not have 33.6K modems at their end.. or if
they do, not on all of them.

I presume that the cps rate can be calculated ...you should be looking at a
minimum of 3730.
