And what is it that the average cop on the street wants
to hid and therefore needs a scrambled system?  Maybe
some of the things that come out on the radio tapes at
trials.  Such as when the cops were joking about gays
just after they returned Jeffery Dalmer's (sp?) last
victim?  Or the little 'gorillas in the mist' commit
some cops made after beating a black man?
I have always found it strange the police are supposed
to be there to 'protect and serve' yet they are afraid
to let the people they are protecting and serving hear
how they are doing it.  Their normal day to day stuff
should be in the clear.  If there is some thing that
needs to be withheld or there is a tactical situation
then they should have a secure channel or the ability
to 'scramble'.
