Required to do what? Are you saying that only a 'certified' plumber
can be used in the building of a house? How many owner/builders that
that's a good idea, I doubt not too many.

Up here in Butte I designed/engineered/built my house. They only
required calcs from an engineer to proove that my design was sound. I
did *all* the work, they required no certification. I would not live,
nor build in an area where local government had the attitude that they
could tell me when, where, and what I had to do. The inspectors are
more easy-going than in other counties.
