Really? How many times have the rules changed since
you have been following them? Also doesn't ever rule
change start with the idea that it will make things
safer? The British example is just the 'final
solution' to the safety question. If people can't have
handguns (or other types of guns) then they can't hurt
anyone therefore we are all safe.
That is until the criminals realize that they have a
wide open field (e.g. Washington, DC). Or until a
foreign government decides to attack and they don't
have enough small arms to supply the necessary number
of people nor the industrial base to make said small
arms (e.g. Briton during the early years of WWII). Or
the government collapses and its every man, woman and
child for himself (e.g. the former Yugoslavia).
