 No, we have that as a leveller. As you will be earning more mony anyway,
 we will set you off with a debt, so you will be just as poor as the other
 sods and keeps you humble, at least for the period of payback.

 Now if you don't need a loan, you are far better off, you were anyway.

 I agree good education for all pays of for the whole country. On the other
 hand it leaves you with jobs that need no education and you have to import
 uneducated people. That again leaves you with a culture clash for quite some
 time.
