The fact that it is not mentioned as a gconv-module does not make my statement
wrong for Fidonet. 
Take a look at FTS5003 http://ftsc.org/docs/fts-5003.001

"Level 2 character sets (eight-bit, ASCII based) LATIN-1     ISO 8859-1
(Western European)" 
As of why it was named LATIN-1 instead of LATIN1 I do not know.
But it makes it absolutely clear what LATIN-1 means in the context of Fidonet.
