OKI DOKI there we go....
First - question do you know "BASIC" or do you know basic ?
After all, in case if you do not know it :
(Every thing depends on what you actually want
 to do ...)
The best base to begin is (on my opinion) PASCAL.
Cause it will give you sense of limit and a structure,
while doing what you ask it for. 
Most answers you can find in HELP file and in "Example" 
directory, but there is allot more about it in the books.
(have't seen yet one that have EVERYTHING in it).
Next (still my opinion) language that you should try
is 'C'  that will give you most of the power of your pc
 and will expect from you also some limits and definitely
some stucture...
In case if you want to have "ALL" control of Your PC
there is an ASSEMBLER language which will provide it
for you as he can, depending on OS.
This program almost has no help files, the only information
that you can use to start is in the books, and I didn't yet
picked my BEST one...
And there is almost no limits for combine all together -
just pick your choice and DO IT.
