If you saw the message to all that I posted yesterday (the day before I wrote 
this ), you'll understand that this is not necessary. The DEBUG header is 
just a little _extra_, to allow people that don't even have access to a 
regular decoder, to unscramble the goodies.

It isn't really or/or in this case, but I share the concern intended. If 
someone cannot work with the files I post, I'd say they need to find some 
simple shareware/freeware tools that can do the job.
Ah, one thing I forgot to mention in my post from yesterday. There's a fifth 
tool that will also unscramble my posts. WinZip v6.2 or greater, which also 
has a built-in tool for unscrambling UU/XXencoded files.
