I was able to get a completely new CD for $10 or $15 or so - basically the 
cost of pressing and shipping the disk.
It's not a patch setup, though. You have to completely uninstall your 
existing Delphi 2 before installing the upgrade.
If you want the included Internet components and tools, or just decent help 
files, it's worth the $$$.
