"E1139" error happens because Watcom 10.6 doesn't support the
-wcd (warning control) option. So this had to be removed in setwc11.bat
ie.,

from 

  SET WCC=/d2/w4/zq/zp1/d__WCVER__#%WCVER%/wcd=1180/wcd=1181

to 

  SET WCC=/d2/w4/zq/zp1/d__WCVER__#%WCVER%

It then compiles properly.
