Done. Current SMAPI is now licensed under LGPL.  Could the debian
maintainars please adapt the "debian" directory accordingly.

If this is required for stable, it can also be done. Just remove
licence.txt and replace it with the new LICENSE and COPYRIGHT files from
current.
