In effect, yes.  When both sides are talking with hardware flow control, the 
downloading modem can send messages to the other side about speeding up or 
slowing down during data transfer.  With software flow control, on the other 
hand, it takes a protocol that supports it (X-modem?), a comm program that 
supports it, and the user hitting 2 Ctrl-? keys (which ones I don't 
remember).  I've never used it myself, since hardware flow control seems so 
much easier.
