Nah, a mandate that went misinterpreted..

I wonder who was calling for Trumans head and the then Secretary of the
army (DOD didnt exist til 1949), when US soldiers looted Germany after it
surrendered?

Truman and the upper echelons didnt authorize that.

So its easy that through time and along the chains, people will fuckup,
even our soldiers.

I am willing to bet that these deviations have plagued us in every conflict
we have been in, during modern times and even not so modern times, with
individual soldiers, units or segments of command chains deviating from
mandate.. Even a political scientist can see that..;-)
