Yes, it is impossible for a 28.8 modem to get 3800cps on a ZIP file for more
than a few seconds. Also, text would go up to about 6000cps on a 28.8
but it would only go 3800cps (rather poor for a text file) if the port
was set at 38400 or the lines were really poor.
