I don't think that's quite true.  Mystic has a built-in usenet server to serve
up the BBS's message bases to a usenet client, but it doesn't interact in any
way with other NNTP servers.  To do what the OP wanted, there would need to be
some other 3rd party app to do that.  Something like a Jam-to-nntp tosser, and
some sort of mailer would be needed.  I know that Jaime Clay wrote a perl
library to read/write to jam message bases.  Maybe the addition of a perl
script to post/read usenet messages can be had too.
