From my experience, you can do this if and only if you have each chapter in 
its own section or file--most likely its own file.  On the second level 
definition of the heading numbering, you would type the chapter number in the 
"before" location (in the upper left-hand corner of the dialog box).  Then in 
the list box just below, the one for what you bring from the previous level, 
you select "nothing."  On levels 3 and higher, the "before" box would remain 
empty and the previous level list box you would choose the prior information.
I *believe* that will work.
