Well, seriously - we have the very same numeration system. In fact, towns
and cities have a lot of subscribers, so the very large cities have
7-digits numbers, while most of regular Russian cities have 6-digits
numbers. Anyway, a regular city number is 6- or 7-digits number, just like
AA-BB-CC, when "AA" is a station number (it is a 3-digit number
in big cities like Moscow, St.Petersburg or other, or 2-digit in smaller
ones), and BB-CC are subscriber's number (4-digit just like in US). In
front of that we have a region code what is 3 or 4 digits which has to be
dialed to get outside the local area.

So, Winston, if you want to call me here in Cheboxary, Russia, you have to
dial +7-8352-62-4546, where are: "+7" is Russia, "8352"
is Cheboxary area, "62" is my local phone station and
"4546" is my local number. My wife and kids here in Cheboxary
(while outside the home but are within the city) just dial
"624546" and that's it! :)
