On Rockwell chipset v.34 modems, you can diddle with S191.  Lowering the 
number stored in that register will cause the modem to emphasize speed while 
increasing the number will cause the modem to place more emphasis on 
stability.  If you lower the value, you will get higher speed but unstable 
connections.  That is, if S191=127, decreasing it to 124 would cause a higher 
initial connect speed to be reported while raising it to 130 would cause a 
lower speed to be reported.  IMHO, not a worthwhile tradeoff since throughput 
will suffer if S191 is moved far from it's optimum value in either direction.
