I believe that there is a vast complacency among (NorthAmerican) sysops  to
encourage non-sysops (users) who might like to explore Fido-style echomail.
   And... as you pointed out, the mechanism to get new sysops (and even
points) hooked up with Fido can be tedious and unresponsive.
