Lots of things that the founders did not mention in the founding document(s).
It's a loose framework that is more a small set of "must dos" and
a much bigger
set of "must never dos". Beginning with "We the People of
the United States, in
Order to form a more perfect Union, establish Justice, insure domestic
Tranquility, provide for the common defence, promote the general Welfare, and
secure the Blessings of Liberty to ourselves and our Posterity, do ordain and
establish this Constitution for the United States of America."

The surprising thing is that the great experiment has lived as long as it has -
in whatever form.
