Well, the only answer I can give... yes and no.  :)

There's a package you can install from the CD's that is apt-get... Its not
installed by default.  There are other incarnations floating
around... I've seen rpm for slackware, and others... 

In truth, those of us that have run Slackware for some time download the
individual packages, and install them ourselves.  Its a lot more involved,
takes many hours, and will piss you off when you download and install a
"New" package only to find out the next day they upgraded it
again.  :)  Really pisses you off when its a kernel... :)
