A two way radio can be operated on short wave.  Two way simply means to 
transmit and receive.  Short wave radio is the high frequency spectrum (HF).  
Two way radio can be used on all spectrums (high low frequency, high 
frequency, very high frequency, ultra high frequency, and super high
