Just thinking. Our law is this, you can listen to anything you want, but
under no circumstances may you use what you hear for any purpose.
Which technically includes letting the cops know about some illegal
activity. (of course, if you don;t tell them how you came to know about
this... you open up another can of worms if you arn't anonymous)

Can't say I've heard of any headlight law. Daytime running lights are
required on new vehicles, BUT they _not_ mandatory.
And to get back to topic; You can drive around with your scanner, but be
smart enough to shut it off if you get pulled over.
