These reasons will not sway the folks who don't want it.
Remember that prisons are now moneymakers as they're
privatized.  We're more about protecting fiefdoms and self
interest, and these folks are afraid that if you legalize
marijuana, etc. and quit worrying about what folks do that
shouldn't concern the rest of us.  But, both the prison
keepers and those in law enforcement who are insecure in
their jobs like prohibition, oftentimes it's easy law
enforcement, a chance encounter with a citizen that might
have had a toke or two turns into a day's worth of
paperwork, and while you're doing paperwork you're not out
there in the dangerous world outside the stationhouse.  The
rest of the world be damned, "I've got mine' so what's good
for the populace as a whole carries no weight.
