It doesn't.  The available clock rate divisors do NOT include 14400. 
Direct hardware design limitation.

This was the original culture shock point for folk who had never tried port
speed locking before.  No speed lock meant no connect with a 14400.  Matter
of fact, one brilliant Netcomm model even attempted to set _its_ serial
rate to 14400 if you didn't lock it - and there was no way to communicate
with it thereafter without powering it down, or resetting it by DTR if
you'd had the foresight to program it for DTR reset.

Reference any of 8250, 16450, 16550 data sheets.

You don't.  You set it to MORE than that, and use handshaking to make the
PC wait for the modem.

Charles - could you please do us a favour and cease attempting to inform?
