Yes, the apartment exists, but I do not believe that it was ever used.  There
are a number of such "apartments" at both WDW and DL.
The "non-public" areas of the castle (the actual name is Sleeping Beauty
Castle... the castle is "sleeping beauty" not belonging to Sleeping Beauty...
I know it is trivia... but any official literature from Disney does make such
a distinction)... are storage and mechanical (IE lighting for night time
parades, operational equipment for other attractions, etc).
There is very little space at any of the Disney facilities (Disneyland, Magic
Kingdom, Epcot, MGM-Disney, Tokyo Disneyland, EuroDisney, or their facilities
in Burbank or Paris ).  They try to use the space as best 
s
they can.  Many facilities may be "mock ups" from the standpoint that they 
re
not what they seem (IE the store fronts on Main Street at DL, MK, T-DL, ED,
etc)... they are not "offices" or "stores", but they are used for equipment 
r
storage.
