You and I agree.
But it's not that the politicians are "gutless". Most of them are
pandering to constituencies that see any effort to impose discipline as
"discrimination". If it is not racial discrimination when a disproportionate
number of suspended kids are black, it is discriminating against some
"emotionally handicapped" kid to deny him an education after he has assaulted
a teacher for the third time.
The _gutless_ ones are the administrators, who just want to be p.r.
people. The most important person in the neighboring Guilford County Schools
(after the superintendant) is the p.r. woman.
