Did you do any research on that?  While you're at it check out eBay too but
I suggest you look at it from the perspective of someone who would be
interested in having a buyer's account as opposed to selling anything
there, although it might be a good idea to check out that angle as well.

From my understanding PayPal has no builtin guarentees of security, other
then protecting themselves, and can get away with things that no normal
financial institution could get away with without ending up doing time in a
prison.  So even from a legitimate seller's perspective, and perhaps the
situation is even worse for them, PayPal offers nothing in the way of
protection of the seller's assests.  As the story goes, they can, and
apparently have, frozen seller's finanail assets for no legitimate reason
and often charge double for a single transaction.  Also they have been
successfully sued, although an out of court settlement where no public
record exists as to the why's.

That is what I have 'learned' so far but who knows for sure.  All I know is
I want nothing to do with it.  I regret even having an eBay account and am
having problems ditching it despite not ever having anything to do with
PayPal.  I did find some hard to get stuff there but overall think most of
what I see there to be utter crap and not worth any risks being involved
with them at any level.  Also I get far too much spam which is directly
related to having done anything on eBay.

Interesting stuff for sure.  I found a whole mess of eyebrow raisers.
