Massachusetts is a fairly good-sized state, and most of it is NOT part
of the Boston area, so maybe the rest of the state balances them out...?
There is a fair bit of the state that is open country, so likely fewer
accidents and tickets etc....
Poor Maryland, made up mostly of Baltimore and the edges of Washington
DC, and not much more of the state to balance things out.... ;)
