The termination will take effect ("become effective") on 2023.2.24.

This is a fairly standard legal phrase meaning "will take effect on".  All legal documents appear to be written in the most obtuse language possible. I think it so that everything is open to interpretation, thus leaving the door open for future (profitable) litigation!!
