The modem determines the maximum possible speed it can connect at,
and you can't change that.  It's determined by line conditions and
the ability of the two modems to deal with them.
The commands we were discussing only permit you to tell the modem to
"connect at 31,200 - or don't connect at all" - they _won't_ "make"
the modem connect at a higher speed than the line conditions permit.
