It doesn't :-(

The target box won't install tcpdump. I've tried a couple of times, but
it doesn't install, it suggests running apt update, which doesn't work
(or not fully anyway).

This is a machine running wheezy.

So, is this a fixable problem, or am I going to have to upgrade (which
may take a while as I'm out of SD cards).
