The script will browse that message area for any new messages and display
them to the caller if there are any.  If you are the only person who posts
in that area, and if you only post announcments, then they will be shown
these messages automatically when they log on and it will appear to them to
be a news bulletin type thing.  If you stick the script in a logon mecca it
will be done automatically.  I put it at the top of mailchek.mec.  After
they've read it, it will no longer be new to them so won't be displayed on
subsequent calls.  They can go to that area from the message menu and read
them again if they choose.

You want it to be read only if you want to be the only one to force
everybody to read new messages in that area.  If you want everybody to be
able to do this, don't make it readonly.  I'd suggest you make it readonly.
