AA> 19200 was flaky (lock ups now and then) and 9600 was reliable. The only symptom you should see of a serial port with insufficient buffering is overruns, giving missed characters, usually seen as 'bad blocks' with file transfers. If something is 'locking up' it's hardly likely to do with the port, unless you're running a very buggy FOSSIL or other comms driver?
