I suspect you're thinking of dBu, as unreferenced to the 600 Ohm standard 
which is technically necessary for the power ratio defined in dB to be valid. 
 For either dBm or dBu, one would generally expect that a 0.775 V RMS level 
would be actually measured as 0 dB, and not 1 mW.
