I don't know much about these things, but I use the following to
put a Bible program onto my toolbar. It works. Adjust it to
serve yourself. It looks like you are missing the SHELL and
quotes.
Sub Main
      If AppIsRunning("Online Bible") Then
      AppActivate "Online Bible"
      Else
      ChDir "C:\Bible"
      Shell "C:\Bible\Biblewin.exe"
      End if
End Sub
