That's no different than San Bernardino and Riverside. Los Angeles and San
Diego smog gets blown into the eastern valleys. Thank God there are big
enough hills there to stop it from overflowing into the rest of America.

When I worked in El Cajon and lived in Poway, I could see it when
decending into Lakeside on 67. You could also see it while looking to the
west over the hills that rim Poway from 67.
